Check this list first — most rejected requests lose both the fee and the applicant's time.
Eligibility
- Any resident of Rwanda with a valid phone number.
- The complaint must concern a local-government service or official duty.
- The same complaint should not already be open under another tracking code.
Documents to prepare
- A written description of the issue (dates, place, sector and district).
- Any supporting evidence: photos, letters or receipts (PDF/JPEG, under 10 MB).
Why requests get rejected
- Complaints without a district and sector — they cannot be routed.
- Anonymous submissions with no reachable phone number.
- Files above 10 MB or in unsupported formats.
How to request this service
2 stepsPrepare your complaint
Write a clear subject and short description. Include names of institutions or officials only when relevant.
Attach supporting documents (photos, letters) as PDF or JPEG. Each file must be under 10 MB.

Sign in to the portal with the account registered in your own names. Submit through MBAZA
Open Governance > MBAZA complaint. Select the district and sector the complaint concerns.
Paste your description, attach documents, and click Submit. You will receive a tracking code IZI-MBAZA-TRK by SMS.

Attach every required document as a clear PDF or photo under 10 MB.
