- The awarding university must be accredited in its home country.
- Applicant must hold the original diploma (not a provisional statement).
- Programmes must be completed — ongoing studies are not equated.

- Scanned original diploma and full academic transcripts.
- Passport bio page or national ID.
- Sworn translation if documents are not in English, French or Kinyarwanda.
- Proof of payment of the RWF 10,000 processing fee.
